2008ല്‍ അന്നത്തെ പ്രധാനമന്ത്രിയായ ഡോ. മന്‍മോഹന്‍ സിംഗാണ് പദ്ധതിക്ക് അനുമതി നല്‍കിയതെന്ന് കോണ്‍ഗ്രസ് ട്വിറ്ററിലൂടെ അവകാശപ്പെട്ടു. ഐഎസ്ആര്‍ഒയുടെ മുന്‍രൂപമായ ഐഎന്‍സിഒഎസ്പിഎആര്‍ സ്ഥാപിച്ച മുന്‍ പ്രധാനമന്ത്രി ജവഹര്‍ലാല്‍ നെഹ്റുവിനും കോണ്‍ഗ്രസ് നന്ദി അറിയിച്ചു.
